Boardwalk Empire by Nelson Johnson explores how gambling, politics, and organized vice shaped the rise of Atlantic City in the early twentieth century.
Centering on the real-life power broker Enoch L. Johnson, the book shows how a seaside resort transformed into a playground of indulgence through a careful balance of corruption, pragmatism, and political calculation. Johnson traces how illegal gambling and alcohol, often tolerated or protected by those in power, became foundational to the city’s growth rather than a side effect of it.
More than a crime story, Boardwalk Empire examines how American cities are often built: through compromise, moral gray areas, and a willingness to look the other way when money and momentum are at stake.

This is a great history read, engaging, sharp, and unafraid of human contradiction.
One of the book’s strongest points is its refusal to moralize too heavily. Everyone, it suggests, has a vice—admitted or otherwise, and entire systems can be built around managing those vices rather than eliminating them. Atlantic City didn’t grow despite gambling; it grew because of it.
The book also adds valuable context to the HBO series. Steve Buscemi did an excellent job of bringing the spirit of Enoch “Nucky” Johnson to life on screen, but Johnson’s written portrait reveals a more complex, historically grounded figure, shaped by politics as much as by personality.
Lively, informative, and morally curious, Boardwalk Empire is a reminder that progress is often messier and more compromised than we like to admit.
